In communication terminology a "weak signal" refers to
a signal that, respective to other signals and the circuit background
noise, is difficult or impossible to distinguish. Weak Signal Research
gathers information on ideas, trends and phenomena which do not
fit an organization's current model or reality, and thus are usually
filtered out. Often organizations are literally unable to perceive
the new information, due to the strength of their established world
view.
